The allegations of grave misconduct and obstruction of justice against former Cebu City Mayor Tomas Osmeña were recently slipped by the Office of the Ombudsman because of their lack of legitimacy.
According to the Ombudsman’s order, Osmeña’s criminal and administrative cases had been dismissed on account of lack of merit.
In 2018, three individuals were caught filling butane canisters with liquefied petroleum gas illegally, and Osmeña ordered their release. After this, it’s Garma filed complaints, which were eliminated. Royina Garma, the former general manager of the Philippine Charity Sweepstakes Office (PCSO), filed these allegations.
The Ombudsman’s outcome, the complainant “miserably failed” to prove Osmeña’s allegations because she purposely allowed the suspects to escape to obstruct, impede, frustrate, or avoid the successful investigation and prosecution of criminal cases.
Considering the grave misconduct complaint, the Ombudsman declared that there doesn’t seem any solid evidence against Osmeña due to these present cases do not contain any elements of corruption, an obvious intent to break the law, or apparent disapproval for an established rule.
After attending a House hearing on extrajudicial killings during the Duterte administration’s drug initiative, Osmeña conveyed the knowledge to Garma, who had been unable to make it due to medical problems.
While he found that Garma, an ex-cop, was allegedly collecting P1 million a week in payola, he protested Garma’s candidature as Cebu City. Osmeña was invited by lawmakers to discuss the topic more in another hearing due to limited time.
